Initial Investigation Report Submitted on Nationwide Power Outage
The National System Operator submitted a preliminary investigation report to the Public Utilities Commission regarding an island-wide power failure on October 17. The failure was triggered when power generation at the first unit of the Norochcholai Lakvijaya Power Plant dropped from 187 megawatts to 5 megawatts in 450 milliseconds, causing the national grid frequency to fall from 49.906 Hertz to 48.75 Hertz in two seconds and setting off all five stages of the under-frequency load shedding protection system, leading to a grid collapse around 11:43 a.m.
